Fatal Hit and Run Pedestrian Collision in El Cajon

TYPE OF INCIDENT: FATAL HIT/RUN PEDESTRIAN COLLISION
DATE AND TIME OF INCIDENT: 10/10/2017 at 1010 hours
LOCATION OF INCIDENT: 300 Block of North Second Street, El Cajon
The arrestee in this case has been identified as Joshua Colby Ness, DOB of August 14, 1985.
RESUME OF INCIDENT:
On 10-10-17 at approximately 10:10 pm, El Cajon Police Officers and paramedics responded to the 300 block of North Second Street to a call of a pedestrian that had possibly been struck by a vehicle. Upon arrival, Officers located a white male adult approximately 65 years old partially lying on both the east sidewalk and roadway of North Second Street. Paramedics pronounced the subject dead at the scene.
As officers were conducting their investigation, the El Cajon Communications Center received a call from a subject who identified himself as the driver of the vehicle which had struck the pedestrian. Officers met with the subject, described as a 32 year old white male who is a resident of Lakeside. After a preliminary investigation of the scene and the taking of statements, it appears the pedestrian was walking in an easterly direction across North Second Street outside of a controlled intersection. As he crossed, the pedestrian was struck by a teal colored 2006 four door Dodge Charger which was being driven Northbound by the suspect in the #3 lane. The investigation determined the driver was under the influence of alcohol at the time of the collision. He was arrested and later booked into the San Diego County Jail on multiple charges. The name of the pedestrian in this collision is being withheld pending notification of the family.

We would also like to remind those who walk at night to obey all traffic control devices, only cross the street at designated, controlled intersections, and wear bright or light colored clothing for visibility. For those driving vehicles during hours or darkness, please pay extra attention to the roadway and be aware of pedestrians that may be entering the roadway to cross.
