A Joint Powers Authority between the Cities of El Cajon, La Mesa, Santee and Lemon Grove, and Fire Protection Districts San Miguel, Lakeside, East County, and Alpine. Resolution No. 221-86 adopted by the El Cajon City Council and each Agency formally approved formation of the Authority. Terms of Commissioners are determined by each Agency.
