PUBLIC SAFETY FACILITY FINANCING
OVERSIGHT COMMITTEE
The Public Safety Facility Financing Oversight Committee shall serve in an advisory capacity to the City Council and the City Manager, and shall make recommendations to the City Council and the City Manager on matters pertaining to the expenditure of the proceeds of the transactions and use tax approved by the voters of the City as Proposition O on November 2, 2004. In particular, the Committee will provide oversight ensuring that revenues are expended only for the construction, reconstruction, rehabilitation, or replacement of public safety facilities, or the acquisition or lease of real property for public safety facilities or administrative salaries or related City operation expenses as intended by Proposition O.
To carry out its role, the Citizens’ Oversight Committee shall receive and review the annual independent financial audit of the City and other City financial reports necessary to determine compliance, and provide a report to the City Council and the public regarding such annual review.

MEMBERSHIP – RESIDENCY AND APPOINTMENT
1. According to Section 2.24.910 of the El Cajon Municipal Code, the Public Safety Facility Oversight Committee shall consist of seven members, no less than four members who are residents of the city at the time of applying for the commission and who shall continue to reside in the city during their term of office.
2. Members are required to file a Form 700 according to provisions of the Political Reform Act, the Fair Political Practices Commission, and the City's Conflict of Interest Code.
