Simple mechanical, electrical, plumbing, and re-roof permits can be obtained over the counter at any time. This process requires that a permit application be filled out by the applicant and takes approximately 15 minutes. Contractors must provide proof of workers compensation insurance, as well a state contractors license number, and City business license. On Wednesdays of each week the Department of Community Development offers "Over-the-Counter Wednesday". A customer must have an appointment to obtain over-the-counter service. Please call 619-441-1726 for an appointment. The following types of projects can be processed over the counter on that day.

- Room additions less than 330 square feet.
- Attached garages less than 1400 square feet. Detached garages less than 800 square feet with no bathroom.
- Sheds, workrooms, and accessory structures less than 800 square feet.
- Medical tenant improvements less than 840 square feet.
- Tenant improvements less than 1175 square feet.
- Miscellaneous permits such as signs, swimming pools, spas, patio covers, decks, and foundation repairs.

Permits for more complex jobs, or permits which deal with the construction, alteration, or improvement of a building in excess of the limitations listed above, will require that plans be submitted for plan check. The applicant will be contacted within ten working days from the date of application to make plan check corrections if needed. If no corrections are required, and approval has been given from Planning, Engineering, and the Fire Department, a permit can be issued at this time. In order to submit for plan check the following documents must be submitted.
- Three (3) complete sets of plans including a plot plan, floor plan, structural details, and foundation plan, exterior elevations, etc.
- Two (2) complete sets of all supporting documentation such as engineering calculations, energy efficiency documentation, soils reports, etc.
- Plans and calculations should reflect that El Cajon is in seismic zone 4, climate zone 10, and a basic wind speed of 70 miles per hour.
