Southwest
Corner Project #7 on Map
In
April of 1994, the Agency approved a Design for
Development and issued Owner Participation Notices
to the property owners and tenants of the 2.27
acre site that would become the Southwest Corner
Project. As with the Main Street Project, the
Agency assembled the project site by acquiring
the property, relocated tenants, demolished existing
improvements and prepared the site for development.
As the Agency pursued this phase of the project
several developers made proposals, however, none
fit the objective of the Master Design Plan and
the long-term goal for revitalization of the downtown.
In fiscal year 2000-01, the Agency completed its
efforts and entered into an Exclusive Right to
Negotiate with Priest Development Corporation
for development of a mixed-use project consisting
of 28 single family townhomes and 12,000 square
feet of commercial/retail space including a family-style
restaurant. In October of 2001, the Agency executed
a Disposition and Development Agreement with Priest
Development Corporation with construction due
to begin in June 2002.
In addition to those activities conducted by the
Agency discussed above, additional funding was
provided for On-Site and Off-Site improvements.

The Southwest Corner Project will be developed in
two phases as outlined below:
Phase 1: Twenty-eight (28)
single-family residential town house units, each
unit with three (3) bedrooms, 2 _ bathrooms and
garage for two (2) automobiles.
Phase 2: A mixed-use development
consisting of three commercial/retail buildings
and a family-style restaurant.

The Southwest Corner Project was undertaken by the
Agency to eliminate abandoned buildings, the under
utilization of land at the primary intersection
of downtown, reduce demand for public services,
i.e., police and fire calls-for-service, and address
a demand in market conditions denoting retail/commercial
and residential opportunities. The Project is an
effort by the Agency to eliminate blight in the
downtown and create an environment that will be
safe and inviting to the community when attending
special events. The inclusion of twenty-eight (28)
owner occupied town homes within the mixed-use formula
of the Southwest Corner adds a unique element to
downtown El Cajon.
