Operations includes the uniformed staff you see in the community and speak to on the phone. Patrol officers, dispatchers, and special enforcement squads are included in this division.

Frank LaHaye

 Operations Captain

 

Frank LaHaye grew up in East County and graduated from Christian High School in El Cajon. He has been with the El Cajon Police Department for 29 years. Frank joined the Department as a Reserve Officer in 1987 and was hired as a Police Officer in 1988. He was selected for the Police Department’s Special Weapons and Tactics (SWAT) Team in 1991, served on the team for 19 years and was the SWAT Commander. Frank was promoted to Agent in 1997, Sergeant in 2002, Lieutenant in 2007 and Captain in 2016.

Frank served his first of his 5 tours in Investigations, while in Investigations he supervised both Narcotics and the Crimes of Violence Units  As a Lieutenant, Captain LaHaye managed the Crisis Negotiations Team from 2009 – 2011, SWAT 2011 – 2013, the Special Enforcement Division 2011 – 2013 and the Investigations Division 2013 – 2016. During his career he has been awarded four Meritorious Unit Citations. 

Frank is a graduate of the FBI’s National Academy and the Supervisory Leadership Institute, a program of the California Peace Officers Standards and Training Bureau.
